It's encrypted using a simple bytewise XOR encryption (your luck since nearly everything else would be too hard / time consuming to detect and decrypt) with the key 0xA5. After decrypting the files "signature" (first bytes of the file) is "EOD SVR TOOL - Item V2.1".
I hope you can work with that. I attached the file.
