I followed the instructions.
1. I changed my location to Argentina, restarted my xbox.
2. Downloaded a vpn on my laptop for Argentina (Buenos Aires), turned on Wi-Fi hotspot, connected my Xbox to it.
3. added my Credit card then once the region changed I changed the billing address. went to the Xbox store.
4. I keep getting error please contact Microsoft. Although I was charged .18 cents from Microsoft.

Any suggestions what I did wrong?

Also, is argentina cheaper than russia? Typically russia is used when people do similar things like this. anyways I'll give it a shot and see if it works

Used my laptop, Argentina server VPN.
started wifi hotspot
Connected to hotspot and launch fortnite
Prices show in pesos at the store, but once I added a correct argentina address with my credit card, I got an error to contact support

Edit2: i found an alternative. Use the brazilian store and buy Brazilian Xbox live cards online. theyre about $55 for 10k vbucks. (no vpn needed)

You can just make epic games acc for xbox and that account could link to pc, the you can play pc

Just tried it and for anyone in doubt - this method does work!

I had some issues at first first I tried using VPN on my mobile and connecting xbox to hotspot on mobile, I kept getting contact microsoft message.

Then after some research I found out that apparently iphone bypasses VPN when sharing internet through hotspot. So I used PC for it and instead of hotspot I just used ethernet cable.
Then after trying to purchase (this probably was my 6th or 7th attempt) I finally got a different message saying that "payment authorisation failed" this time it was my bank who has blocked my card because I didn't use it for a year.

Called my bank, they didn't care about the fact that payment is coming out from Argentina. They just asked if it was me trying to pay.

After they unblocked my card payment went through and I got my V-Bucks.

Sooo... Based on this and stuff that I came across while researching this might be helpful if you get these errors:

Can't process payment contact microsoft - There's an issue with your VPN or the address that you are using
Payment authorisation failed - Your bank has stopped this payment
