Can I Ask The Max Block Rate
Or
Block Per Dex?

If It Haves Something To Do With Hit Rate Lvl Just Make It Like... PVP
Both Hero Max Hit Rate

Or Is There An Application To Know The Block rate

You're in the wrong section.

The Block Rate is written in % so the max Blockrate should be 100%.

Dex increase the Block Rate.

I don't know a application who know the Block Rate.

and I don't believe there is such 100% block rate
i think there is a max block rate

The max Blockrate is 80% (some people say 96%).
But this is really the wrong section for this question :P
