VPS is just the short version for "Virtual Private Server" while OVH is a server provider.
For private projects the own PC should be enough for a while. When needed, a VPS might be a good option for hosting a private server with a small amount of players.

Lots of factors might play a role here, but in the past lots of server administrators have been just there for the easy money.

Aeonsoft/Gala Lab and Gala have treatened Flyff like a step child always since. Private servers have never really been in their interest. Can't say anything about publishers like Webzen, etc.
There have always been rumors about DMCA takedowns since easy private server times, but I have yet to see a single confirmation about them.
