168 slot error!

I use a clean database v15, I follow the instructions correctly, when I initialize the character I get an error, it takes me more than 2 hours without finding a way to fix, someone please help me, thanks!

Deletes Character row in CHARACTER_TBL and detail. Then recreate the right BASE_VALUE_TBL and create your character. Then it should work. Otherwise character_str procedure

I deleted the character, sql server I use as required odbc 11 driver version, table BASE_VALUE_TBL I have set the max value according to the instructions, even if I use the database provided from the source owner, I still get the error:
