cacheserver.exe crash

[LookAtTheFlower]

I download this file
when im trying to run cacheserver.exe he just crash. Why?

BTW - before i saw those file release ' I was using V15 files just fine. (The server is local just for me and my brother).
I deleted all the previous files of V15 and put the current ones.
Maybe there's something else to do?
Plus, I'm not a developer and I dont know C ++ either.
if it's something that requires this, please tell so i could stop trying to get this work and stay with the previous v15 which i got work.

The only thing that i can run is:
Accountserver.exe
Certfier.exe

All the others crash either:
Cacheserver.exe
CoreServer.exe
Databaseserver.exe
Loginserver.exe
WorldServer.exe

The order seems to be wrong.

Start the servers in the following order:

1. AccountServer
2. Certifier
3. DatabaseServer
4. CoreServer
5. LoginServer
6. CacheServer
7. WorldServer

It work, now im trying to Enter the game.
but neuz is not responding at all. I've change the ip with Resource Hacker and still.
Also i did try another neuz.exe but It loads a white screen and then it crash.
