Where are monster skills defined?

Hello everybody,
I got the issue, that Mutant Fefern's in the Mars Mine do root me but I'm still able to run further. The debuff is shown but the effect is not working. Due to that I want to know what could went wrong, I guess its something with monster skills, but where are they defined and how are they implemented to the mob? In case that anyone could help me,

If you check those "items" in propItem/Spec_Item, you should notice that there are Skills defined in those columns: dwactiveskill, dwactiveskillLv, dwactiveskillper.

Thaaaanks a lot! That helped me! Fixed the issue cuz the skill itself was bugged.
