Blade/Slayer damage depends on many things as it is an usual attack and no skill.
Best would be to balance it via. Ressource:
Do not add(/Remove all) offensive effects to Blade/Slayer Sets, they can wear two weapons and those are usally very strong, just compare a LGA to any other weapon on that level, same goes for LCA etc., a Slayer set should involve Health, Defense/Evasion (no Block) and some Strength(does not increase the damage as much as CritDmg or %Attack).
Compare the strength Soul(same for Donate if you got) Set to other Soul(/Donate) Jewelry.
When creating Sets, keep in mind that those classes able to only wear one Weapon and those without a Soul/Baruna Shield must be given stronger effects on their weapon/set than a blade. If you add up the effects one class can gain from Set+Weapon(+Shield/2nd Weapon) should be equally strong for all classes.
P.S: %Atk with CritDmg is a powerfull combination as they kinda multiply with each other so you should avoid granting high values of both, and instead use medium values of both or high CritDmg and low %Atk.
