I try to figure out what is this part o packet. Maybe something with size of packet?

it's a time-stamp, including milliseconds. In return, could you enlighten me about the following parts?

If its timestamp so what is CA 00000040?

It, too, looks like it's a time-stamp but without milliseconds.
I've only been inspecting packets to the higher port, related to chat/log.
I assume these are packets to the lower port, is that correct?
