If you are referring to RU standard Tarkov accounts? Anyone can go to the BSG site and buy one for $20.98 directly from BSG and set up their own email.
The problem is if you dont know what you're doing and you buy constantly, eventually they cut you off from being able to buy more on a specific payment method... after so many accounts you're screwed..

I used to host a server back then when we had instable server files and where I did host my server on my home computer, which led to complications and after all I canceled the project. Today I could easily just rent an own server and the server files are more or less stable.
