A majority of radars on the market act like external, they read the memory and they show the players (whatever if it's 2D or 3D render). The only difference is on the overlay, simple radar window cheat doesn't have an overlay on top of the game (which can be flagged).
The safest way is dma radar, the only detection is on the firmware of the card.
It depends on how they are achieving their radar cheat.
If they are running a 1PC setup where you run your cheat on the Game PC, it can be a bit more risky. But if you pick a good provider this should be mostly safe too.
2PC setups like DMA or Packet Sniffing are also pretty safe.
