Well you will have to port forward your ports
on your router.
If you still cant do it then try using hamachi

just because it has the word server in it does not make it best ... personally ild go server 2003 or xp
just to point things out windows server 2008 is the same kernel as windows 7 with some changes (octomisiation and stuff .... removal of the UI **** that aint needed etc)
@rogosan
should work the same as on windows 7 ... as for ips servers are generally given a static ip (in the case of a hosted service) and ports shouldn't be blocked (some hosts do request that you ask them to open the ports with them for added security but a decent firewall fixes that if they don't do that)
post some errors and stuff and we can sort your issue

the windows version you use has nothing to do with the server
give me a bit of time and i get it even running on windows 3.1 or windows 95 (as 3.1 doesnt support network o.O )
anyway , the windows version does not mather , put it on 95 , 2000 , xp , 7 , vista , or any other version of windows , it still stays the same ,as windows is just a operating system and it only need the needed framework to be able to operate
if you can not get the server running by just changing the ip's then it means that your host is blocking your ports
if you are on a vps , and there is plesk on it then you are screwed as plesk got 1 main firewall that they put on for security (same as virus scanner)
but i dont going explain how plesk works as it has nothing to do with here
the point is , your host just block your ports
or your own firewall is blocking the needed ports
or in the worste case (should be strange for a host) is that the internet provider is blocking the ports , but that only if you are at home and not when you got your server from a hosting company
so my guess stays the same , your provider/host just blocked all your ports , so contact them to open the ports
then a small note to windows 2008 , windows 2008 got a few more security settings that you need to disable to be able to fully enjoy the service , but thats up to your host to explain those parts as i dont know what settings your host enabled for you
Greetings From PowerChaos

there is not such thing as "autoport" yes a computer can use UPnP but a paid host is generally fully unfirewalled which is why the ports appear to be open without needing to do anything...

to a point yes .... but try running an older wamp on windows 2008 it just wont work without some modifications ... yes you can force it to work but for the average person that is a hard task unless they know what they are doing ....
