what is the exact error you get ??
post a screenshot of it please
if you get a vb error , then it is netframework (install the latest version)
if your acc server start up , then try to conect and then crash then it is a DB error (cant read your database , check database settings)
for the rest it should always start up , try the 2 above steps and see if it fixed your problem
if not , please provide us screenshots so we can better see the problem
