[QUESTION]Restarting-Server

I got small proplem i have achanging in ip and when the ip changed i change it in the db files but after change it it wont make effect untill i restart the Msgserver , NPC, and Acc server so i want to know if there away i can to close them and re-open without effect the server as not to restart it as sure ithe servere will be closed ! but what i mean that don't let ppl to open new totems w/e thats can be happen ?
