First make sure your mysql has a green light for go. If not shut down mysql, delete your my.ini file then try to restart mysql. If it's not that then make sure you check all of your configs and hex edit your shell.dat or in some cases most files have the shell.exe thing that auto generates what you need.

All my ips are correct, so is the Shell and i even ran as admin. Same thing pops up.

I can tell you for sure it's a MySQL connectivity error.
Check that the login you setup is valid.
You can see this is the issue as the "Kernel Init" was the last action, this is the application preparing the database information.
