Megaphone Box (Hide/Toggle)

Could someone experienced with modding tell me if it is possible to hide or toggle the megaphone box? It is too intrusive for my tastes and there is never anything in it that I want to read. I'll figure out how to make the mod on my own, I just want to know if it is possible. Though, if it is possible and you are kind enough to throw me some advice it would be greatly appreciated.

Well, you can probably change its looks, but that's about it.
If you had access to files like data036 then it would be a totally different story.
