I Edited a Title and only get a data036 folder how to convert it to a .kom?

I know what it is , but I need data036 from NA or other servers using English as main language to find it , data036 from TW server is all moonrunes you know

20000 = Actives, Special Actives, Buffs Skill Level +1 HACK Skill Level+10
2410 = Awakening Charge Speed +10% HACK 50%
41179 = HP +37400
1510 = Action speed +10% HACK 30%
1810 = dodge +10% HACK 30%
1610 = Critical hit rate +10% HACK 100%
40625 = reduced damage +12.5% HACK 40%
1305 = max hp +5%
20305 = Exp +5%
31133 = 5% lightning HACK 100%
5711 = 100% poison cloud
2350 = HP 17.000

I know the basics of modding; make data folder, how to get files, what to edit and where to place it... But xml files are about as far as my knowledge extends. I don't know anything about packet editing really, nor any of the other possible hacking methods.
Jumping head first into a bunch of random guides is daunting, and when something confuses you it's intimidating to ask when it seems like a simple solution to the majority of the community. I'm willing to read guides if they're not...

Hello,
This serves as a clarification to individuals asking me about title edits and that 'they don't work in pvp or in dungeons with other people'.
This is the case. Your files are edited, the other people's files aren't, so during PvP, edits such as Additional Damage, Critical, Attribute effect proc will not be heightened. Only edits that affect your character directly such as HP, Red. Damage, Action Speed, Movement Speed, Jump Speed, Awakening Charge/Time etc.
