i dont know it seems like you need net frameworks and microsoft visaul c++ redistributable

Try using Start>All Programs>Microsoft Update if your running on Windows.
It will download all the necessary updates needed (I'm not sure if it'll download the Microsoft C++ 2008 redistributable but it did for me. I can't remember if I had to manually check to download it or not.). If that's not the problem, then I don't know.

Honestly I searched the net for a fix for that but couldnt find one plus I have 1 desktop 1 gaming laptop 1 office laptop( my mom's) so I have ways on playing DR PH both laptops have no error but I cant play DR on the desktop

BTW... on my search I found out that runtime errors are registry problems try looking for a registry fixer maybe that might work
