WinHex and csv editing share same principles since csv are based on data pac.

Yeah shure csv and .pak editing are different things which do the same function, with basically doing same actions. It's like saying that Yahoo messenger and msn are two different thing, yes they are made by two different companies, have lil bit different options but still do the same thing the same way. Therefore by learning WinHex, csv will be easy. Same works the other way.
