ppaci, you just have to do it manually. I will explaine to you how to.

search for ip proxy at
look for us or canada ips

If you are you are using firefox do this steps
step 1 : go to tools click options
step 2 : go to network tab and click settings
step 3 : click manual proxy configuration then copy the ip and press ok

check your ip at

there you go. you can register now at the site and you will not be block

No, you dont need to. just use it when you're going to make an account. you can choose the auto detect proxy if you playing it.
