Login Problem as DEV

I've a problem, the server + client and everything works fine,
when I change to DEV or GM then I try login its just logged out auto and cant login and thats what I see in dbmon, idk what to do help please?

Hmm, last thing, I tried at the iplist and still cant.. no dev no gm I try {} and can but [] cant how can I make it work ?
