After y Select the Server On LoginTool appears this mesage and the game don't loading

xinyidk.cn is region based now. Meaning you can not join unless you are from China.

You are saying that is Ip Block for others contry ........The Game Don't Loading any more

Both. IP is blocked and you can't create account as well :P .

Well, now that's interesting. I simply wasn't able to login at some point and that's it. Time to time I tried, but no success. So, I simply left.

No, reinstalling windows is extremely pointless. Absolutely every problem can be solved and fixed if necessary.
If possible, try it on another computer just for confirmation that it's only your problem.
