It doesn't matter, as it's just a test server. No one cares about that rank.
Most likely is an game admin or test account made by them, it could change at any time to something else.

The test server it's made just for the purpose of what the name says: Test
Basically the QA team on Bigpoint (Darkorbit department) is testing new features or even the same very ones, like bug fixes or legacy changes that may affect the production environment before the actual release.

I'm actually interested why they do not clone the accounts from production just for the purpose of testing, I guess they do not want to pay that much for a test server, that's why they just do not care about it.

Because the #1 HoF account is an admin of the game. Who gave himself EXP through the Access Control Panel..
