yes. you can use Visual Studio to create PixelBot in Visual Basic (don't), C# or C++.

you can also do it in autoit, if you're too incompetent.

given that VisualStudio is a IDE why not? what was the intention of the quest? Did you mean that you want to use C/C++, C#, F# ?
