By registering to play, you are certifying that you meet these eligibility requirements. Additionally, you may also be required to register an account for certain Games, have a valid account on the Social Networking Site ("SNS") through which you connect to the Game, or have an account with the third-party Game provider who is providing access to the game. If you are between the ages of 13 and 18, you represent that your legal guardian has reviewed and agreed to these terms.

So depends what the lawful age is in your country. (in US it is 13+)
This for registration:

2) You shall monitor your account to restrict use by minors, and you will deny access to children under the age of 13. You accept full responsibility for any unauthorized use of the Games by minors. You are responsible for any use of your credit card or other payment instrument (e.g. PayPal) by minors.

So yes, not that I care, I'm just surprised as the youngest I've heard is 12 (like me in 2010 )
