Under the assumption that you did clear your cache and cookies before account creation, that you never login with account with different payment and if you generally were always online with VNZ ip. Then I think BP detects the origin of the user behind the VPN which is possible (theoretically).
I did hear that BP also sees if you make a big bunch of transactions or one big one at a whole; then BP support will look at your account.

The best way still remains Bitcoin if you want to be sure that they wont change the payment country (+ using a VPN) or PayPal in case of chargeback need

You can make a paypal under VNZ IP, and use that. However, you must make new ones constantly as after a while they will ask for ID... then your screwed

if i create new paypal with russia ip and send it to money from other paypal account then there is chance to lose my russia flag and paypal account because this paypal and skrill **** always limit accounts for no reason

I'm not sure, but paypal only limit accounts if you have fraud activity. All you need to do is prove ID + address.
