Honestly. I think that's correct. However, there'd be many people to leech! So, what I'd honestly do, is create a group with just people that can code and will work and help, put them all into a group on like Skype or something. Then we all develop an amazing emulator and C.M.S together. After that, if we wish to release it to the public, we would. Otherwise, it stays among that group working on it all together. Totally bad idea if you ask me. If the whole darkorbit section won't be selfish and share parts of their work that can be the start of one section emulator.
