Yes this is the first thing you need to do, because they do actually track down all traffic, or their system automatically does this as all web-servers with statistics does. Registering all TCP/IP calls made to there server for feedback to there system in how much traffic do we get each day, each week, each month.

You would need to make a script/software that goes through everywhere there is a http request to an external data source like a js script, css and that kind of stuff.
Make is split it up so it downloads the file and categorize the files correctly in the subfolders.
And after that make the script edit the call link to an locally link.

PS: the first method is tested, we did it at a server in the World of Warcraft Private server Business, and we got a CC license from Blizzard.
