No that's only for field mines. Smart bomb takes % from total HP of your enemy and can't be increase that damage %.

You are insane? The smart bomb damage will be the same and yes the acm mine damage will increase. If you attack 1 enemy with the same HP with 2 diffrent ships, one with full PP on that abilities and the other one normal you will see the same damage. If your enemy got more HP you will see higher damage but not becouse of your PP ....you see higher damage only becouse smart bomb takes % from your total HP.

So please don't talk ****

Smart bomb's damage amount does NOT change/increase with any PP. Its always the same %.
