hanger equipment changer

i downloaded a program from zhyk called 'Menyalka Konf' is the link. the program is not in english and therefore i dont know anything it is saying. but i kow i cannot log in. i get a message down at the bottom of the program but i dont know what it says. will someone see if they can get this to work. it is a equipment changer. i have 5 hangers and need this program or something like it. thanks
