If i make a dispute on paypal, for example for "Item not received" if i bought uri. Would i then be able to get my money back, and they would just ban my account?

yeah that was kamienarz But i don't mean with that. Just if the account is not banned and i open a dispute, then the account will get banned and i will get my money back?

Yes. It'll be banned until you pay. If the amount is big they can even judge you.
