What is heavenly blessing?

Hi, I just read that CO might implement offline TG for players with "Heavenly Blessing". However, when I click the link for "Heavenly Blessing" it just shows blessed items. What exactly is "Heavenly Blessing"?

Leave it to TQ to get there links screwed up.

I see that they have the wrong link in the offline tg guide.
