it doesn't exactly take seconds... maybe 30 seconds but... pretty nice to run on a noob water at night if it doesn't get botjailed.

here is already topic about that and on conquer official forum too.
Its old and TQ already patched teleport (hack nessesary to do this quest so fast)

that was removed ages ago, and there have been discussions on it a while ago. Its called the teleport hack, but some ppl were abusing it too much and TQ got rid of it when they found it.
