I think ~25%, ~50%, ~75% and 100%
or it is ~30%, ~60% and 100%.
Not sure.

it depends on the person your r plvling cause wen im plvling my fire(lvl 69) i get vp every 10 pct.

I think it depends on the leve range. I cant remember (as I havent been plvling for a while) but I think its like this although I may be wrong.
lvl 1-40 : vp at 100pc
lvl 41-60: vp at 25, 50, 75, 100 pc
lvl 61-70: vp at every 10pc
lvl 71+: no vp

under 40: every level
40-60: every 25%
61-66: every 20%
67-70: every 10%
may be a bit off, but its close to that,
