Some people will say it does help, others will say it does'nt. I leveled my pickaxe to 6 and I see no difference. A friend socketed his pickaxe and gemmed it, no difference. It really comes down to the server. It's deciding when you get your gem, so just automine and sleep.
no difference here and 2 of my miners have lvl 13 pickaxe prof :P 1 has a 2 soc pick and in comparioson to my other miners theres no difference in how often gems are recieved
