Best way to do a scam site is to somehow implement a change in the victims hosts file so the original website's hostname resolves to your duplicate site's IP address.
Getting the change into the hosts file is the tricky bit tho'. In a lot of cases, people don't even know what that file does so you could just tell them to do it directly and make up some techy sh** to explain why.
