Its not really much use, but for people who like graphic editing, hered where the .dds files missing from the folders are. I might release a program to do the extraction if I can get it to work properly. If you want any particular files to edit, just ask. Here's some thumbs from the extracted folder

Anyway, Its not gonna be any use making a private server, but its a big step closer to making a new client. I'm working on a c3 viewer too, shouldnt be too difficult with povray being open source.
data.wdf only has the .dds files for items on the ground and items in inventory. For on-body item textures, you'll have to wait for me to extract c3.wdf. Thats IF I can extract it. 'tis alot bigger and nastier.
data.wdf contains: firework effects, items on map, items in inventory, minimaps, map textures, buttons/skins, avatars and some other odd pictures. I only found DDS, BMP and TGA files in it, but there could be some others I missed.

Yeah. just by editing the dds files like normal. The cleint checks for files in the data folder first, and if they arent there, it looks for them in data.wdf. If you fully extract it and place all the extracted files in the right folders, you can delete the .wdf file and still play the game.
I pretty much have a structure doe .DMap files too. I can edit accessable places. Server checks kick you off when jumping though, but you can walk anywhere, since walk packets dont specify co-ordinates.
You can do that yourself without extracting anything. Chose which city you want to edit, and make a folder for it. For TC you would make
\data\map\puzzle\newplain\ ;
If you look in ani\xxxxxx.ani, it shows you all the DDS files that make up a city. You just need to make enough files to match. Try it on a small room forst like the stable, its only 20 .dds files. (Well, 19, one doesnt exist, because its just blackness. Its a 5x4 grid, and 001.dds goes in (1,1), 2 goes in (1,2), 6 goes in (2,1). The missing one is 15.dds, the black square form the bottom left.
You can put something in that square if you want. You just need to make a file for it, and edit the \map\puzzle\***.pul file to show a certain texture.
I'll let you know how I get on with the DMap/.Pul/.Scene structures.
