Server determines the plus, bless and enchant when it is dropped. Client doesn't get information about the item stats until they pick it up. Thus meaning that you can't change the item to +1 if you drop and pick up multiple times.

So like the above posters already said, It's not possible to know whether item is a +1 item or not beforehand.

Enchant, yes. As far as I remember other players are able to drop items also that server processes thus meaning that the item dropped could contain enchant.
