i heard rumor that we can make it with db, but i dont know how????

Yes. You use a dragon ball in Twin City, or the market NPC. I can't remember there names, but I am sure someone else will tell you on Conquer. But you do use a dragon ball.
It is not guaranteed though, if you do it the Twin City way, there is chance of failure. But the Market way is guaranteed. With no failure comes more dragon ***** though.
