Tapping a router for conquer???

Ive seen when people use wireless and they pk and then ut ry to hit them u cant they then appear somewhere else can anyone tell me how i can tap my connection and do that?

a router splits the internet in 2,3,4.....n users,+ it's allocating static ips, like 192.168.0.X

thi could also depend on ping..like ur or his ping....i said his to because if he has lag he can sit in one place for lil time and then shot from 3-7 super fast jumps and also hit u ..but this is a lil off from what u said because when u see him stay there..u can still hit him
