Are the honor packs and stats from dragon souls stack-able? If so what to choose for weapons/armor?

I see a person just riding a horse and running around, the artifacts will reveal themselves when he come close to them. He don't need to stop and do exploration action and he don't need to get off his ride. How does he do this? I am pretty sure that I am not lagging, since I saw him run across a artifact, the artifact reveal itself, but he didn't see it. Then he saw it and running back and picked it up. Bests, xbt
