How to tell if someone else is hacking....

Ok i've been playing CA for about 10 months. My account even got banned once but i never hacked hehe..

Anyways if I hit a player at close range and pump about 4-8 bullets in him and he does not die, is he hacking??

i seem to die very quickly as my KDR is 0.40 hehe

let me hear some theories about this observation...

maybe he's just lagging.
