[Buying] Section Scrolling on my Website

Looking for somebody that can create a section scrolling on my website. I want my website to scroll down a full section (1 Screen) with a single scroll. It can be seen as a powerpoint presentation with slides that you can go through. Important remark to that is that the scrolling needs to be responsive just 1 time within the first scroll so you do not scroll down more then 1 section with 1 scroll.
