yah looking for this 2nd rb vigor its my friend in the pic and hes being a douch not telling me where he got it ....

its the normal vigor turned orange
then they took the sdg effect and put it at the crest of the arc.
simple takes 5 minutes to make

As for on topic:
It is as swissknife said, find the SDG effect, copy&paste in at the front of the vigor, and CTRL+U to the desired colour, not hard, but im lazy
