And actually theres quite a few whip/club users on Meteor sever, its a great combo, cheap too!

Copy the whole sector folder and put it in the C3 Effects area

Yes, my whip skill is fixed and it seems fine to me.

Also should work for the early levels of other skills such as glave or poleaxe where that is a light semi circle, thats between level 1 and 3 i think.
