Umm you don't send the effect, you send the magic attack packet targeting the player you want it to be cast on with the skill id/level. It handles all of that for you.
Check out coemu for some examples on how to code skills.
Basically you want to switch based on the incoming magic attack spell id. Then based on that invoke some attack type functions. Instead of coding each effect, do attack types and then run your skillls based on those.
Eg: write an area skill function, an arc skill function, etc. Then just apply that to the skill being used. Saves a ton of coding.
Srry i was refering to you for the send effect. Yes you could send a spell effect to the target loc but it would be a silly thing to do when the attack packet is what should be used.

In this project there are 2 separate projects. The main game project and the NPCDialogues. You should just need to open the NPCDialogues project and add the NPCs in there. I am not sure as I have not looked at this source in too much detail. Someone feel free to correct me if I am wrong.
