first time worked 2nd time didnt :|

y i get this freaking message after i restart my computer? first time it worked and after i restarted my comp and tried to open the server i got this error, i deleted tutorial pack and take it from the .rar again and worked again but after another restart of my pc the same error...wtf its going on? :|

i try to dont spam this thread but i didnt found the answer of my question....why i get that error? i have net framework installed but the error persist...it doesnt let me to open the server...i tried different sources and the same thing :|
