You missed a patch, or your current client is not up to date.
I suggest re-downloading the client.

I suggest running conquer thru play.exe
and let it autopatch, doubt theres reason to reinstall

If he missed a patch, not the most recent, then he has to re-install, its the quickest and most effective method.

Looks to me that he runs co thru a multiclient with bypass and not thru play.exe (otherwise it would have auto patched) thus not updating previous patches, manual patches like the 5 patches in 1 packs would do the trick if auto patch fails, reinstalling is so unnecessary in my opinion.
because every patch is available with discriptions next to it, and a lot smaller downloads.
