No, hes refering to the a player stack, where you put a load of noobs on 1 spot and then jump off the screen and then back onto the screen and then onto the stack, this places the last character that jumped onto the stack on the top and can then tank.
As for "fixing" this problem, its purely down to the way the server stores entities, you cannot fix it as the server simply wasnt designed to utilize cell based storage, you would need to convert the entire system over so that each cell contained storage for objects, and so that the last object added to the array was the one that mobs attacked. It would be alot of work.
