Difficult Effect (Requesting Help)

Hey everyone.
By request, I'm not posting pictures unless I have to.
Tell me what you think about that if you do respond (on a side note).

Anyways,
ATM- I'm coding the Starter's Quest with all the little "Jump through a hoop to gain a level" things to learn how to play the game. I know this is a stupid request but it's bugging me.

I searched the effects and got nothing... I went through every one (I probably missed a few and knowing my luck it was this one. rofl)
Does anyone know this effect name:

That was brought in alot later than 5165 so its probably new to the later clients.

pretty sure it was rel'd somewhere around 5180.. so check in a more recent client

I really need to know the name of this effect and it's still presenting as an issue for me.
If someone can help me find it- i might be able to finish the quest. =\
